Description
Job Summary:Ensures resolution of routine problems pertaining to department activities. Provides consultative expertise related to health information compliance. Meets organizational objectives and standards toward provision of quality care to Health Plan members in accordance with accrediting and governing agency standards. Collaborates with appropriate departments to ensure transfer of information. Collaborates with departments and physicians on mutual goals and objectives in HIM coding and documentation. Supervises assigned staff.
Essential Responsibilities:
- Manages, coordinates and provides leadership to the HIM supervisor and staff. Ensures projects are completed on schedule following established procedures and schedules. Reviews department performance.
- Ensures compliance with Health Information Management requirements mandated by The Joint Commission (TJC), (National Committee on Quality Assurance (NCQA), Title 22, Office of Statewide Health Planning and Development (OSHPD), Centers for Medicare and Medicaid (CMS), federal and state laws and regulations, medical staff by-laws, and regional and local policies and procedures.
- Manages all areas of data integrity which include: HIM Technicians, MinRec Clerks, Transcription, Systems and Admin Assistant, and Inpatient Medical Records Clerks.
- Provides financial and utilization data to Director or designee for payroll and non-payroll budget process.
- Monitors and supervises Transcription, Inpatient Medical Records Clerks, and Systems and Admin. Assistant and HIM Technicians. Prepares routine and interim reports to medical staff and executive.
- Implements appropriate revisions to quality of work improvements, using current performance improvement methodologies.
- Represents department in inter-department activities. Resolves identified problems with appropriate disciplines in absence of department Director or designee.
- Monitors time completion standards for all discharges.
- Reports medical record documentation incidents to appropriate inter-disciplines. Recommends, coordinates and implements corrective action, as appropriate.
- Corroborates with patient accounting services, business services and information systems for regional requirements of patient information and service outcomes.
- Monitors operational and system issues and resolves as required.
- Evaluates and recommends education/training for technical and clerical staff. Facilitates all areas of data integrity and general staff meetings. Develops and implements new and revised policies/procedure specific to department functions.
- Ensures compliance in area(s) of accountability. Maintains current knowledge of applicable federal and state laws and regulations, accreditation and licensing requirements, policies and procedures. Ensures staff compliance. Reports and/or resolves issues of non-compliance.
- Hires, trains, supervises, counsels, disciplines, and terminates assigned staff as appropriate.
- Communicates goals, objectives, accountabilities, priorities and authority parameters to assigned staff.
Experience
- Minimum five (5) years of Health Information Management (HIM) and/or revenue cycle experience.
- Minimum two (2) years supervisory, team leadership, and/or program management experience.
Education
- Bachelors (BA, BS) degree in allied health, health information management (HIM) or four (4) years in a directly related field OR associates (AS, AA) degree with two (2) years equivalent HIM management experience.
License, Certification, Registration
- Registered Health Information Technician OR Registered Health Information Administrator
Additional Requirements:
- Experience and knowledge of HIM operations, policies and regulations.
- Experience conducting training programs.
- Experience with budget management.
- Proficientcy in a variety of software applications.
- Ability to effectively coordinate multiple projects, use time management skills and independent judgment.
- Ability to adapt to shifting priorities; team player, tactful and diplomatic.
- Strong customer service and interpersonal skills required to communicate effectively with all levels of management internal/external.
- Must be able to work in a Labor/Management Partnership environment.
Preferred Qualifications:
- Supervisory experience in a Health Information Management (HIM) Department.
- Extensive experience with electronic health record (EHR) and other technological advances in health information and healthcare preferred.
- Masters degree.
