Description
Job Summary:Within the Picture Archiving and Communication System (PACS) Administration support team, manages large, complex and interdisciplinary projects. Responsible as business consultant for PACS imaging system for troubleshooting, problem resolution, and business solutions. Serves as lead to ensure that PACS operations align with both clinical and business needs. This includes in-depth application functionality and configuration, user management, data correction, application upgrades, complex troubleshooting/problem solving, inter-application dependencies, network connectivity, Health Level 7 (HL7) and Digital Imaging and Communications in Medicince (DICOM) communication and configuration, hardware maintenance, and information security configuration. Provide ongoing application functionality instruction to end-users as necessary. Manage hardware and application replacement and upgrade activities. Participate with imaging solutions design group in development activities. Participate in implementation of applications. Assist in establishing support policies and procedures, and instructing first-level support staff. Work closely with IT and vendor support staff to provide seamless support of shared systems. Provides direction to other PACS Administrators when working on projects.
Essential Responsibilities:
- In collaboration with various departments, analyzes and identifies users needs and establishes systems requirements for PACS and other applications.
- Participates in work teams to develop and implement application systems. Addresses client requirements, dynamic technologies, priorities and targeted schedule dates and timelines.
- Designs, plans, and facilitates use of management tools, monitoring tools, decision support models, and operational studies in operations and methods improvement. Provide consultation for imaging system capabilities and applicable solutions. Participates in regional planning and operation support. Develops and implements appropriate QA and QI metrics to foster continued quality improvement. Assists other PACS Administrators in troubleshooting and repairing software. Designs, develops, and implements user training programs. Conducts training and provides technical and problem-resolution support to end users. Mentors and coaches staff on application of techniques and programs. Serves as liaison between user, vendor, and IT.
- Manages development and deployment of information systems. Responsible for advanced training for PACS imaging implementations. Acquires and interprets data for decision making and provides decision support and analyses. May prepare and present written reports and oral presentations to leadership. Accountable for workflow improvement changes, and resulting communication and quality assurance.
- Ensures data integrity, maintains systems security and standards, and compliance with regulatory requirements. Oversees data input and recommends modifications as needed. Ensures systems availability, participates in development of service level agreements, and responds to service calls as needed. Oversees imaging systems maintenance of HL7 and DICOM standards. Aligns systems and processes to organizational standards. Develops technical and operational policies and procedures as related to systems implementation.
- Communicates with other regions to facilitate program improvements and learning. Serves on committees and other professional organizations to promote interests and goals of organization.
- Provides work direction for department and interdisciplinary projects and makes recommendations to supervisor as appropriate.
Experience
- Minimum seven (7) years general PACS and Cardiology PACS administration, RIS support, project management/business consultation or related experience.
- Bachelors degree in computer science, management information systems, medical technology, or related field; or four (4) years of experience in a directly related field.

Additional Requirements:
- Demonstrated knowledge of client server technology, network, telecommunication and data center operations and production.
- Demonstrated knowledge of and skill in adaptability, oral communication, teamwork, team building, problem solving, coaching, group process facilitation, influence, negotiation, strategic thinking, results orientation, written communication, planning, project management, and functional analysis.
- Demonstrated knowledge of and skill in word processing, spreadsheet, database, and multi-media presentation PC applications.
- For Diagnostic Imaging area: Experience with voice recognition application(s).
- Project management experience, including working with cross-functional teams.
Preferred Qualifications:
- Knowledge and experience in c-pacs or cardiology systems and its functionality.
- Knowledge of healthcare industry and healthcare FFS (fee for service), including service delivery and information systems.
- Knowledge of statistical probability and research design, computer simulation, and quantitative modeling techniques.
- Knowledge and experience in department specific area of responsibility.
- Masters degree in business administration, healthcare administration, public health, or related field.
