Description
Job Summary:On behalf of the Health Plan, and in partnership with the Washington Permanent Medical Group, the individual in this role has the overall responsibility for planning and implementing policies, procedures, and reliable processes that ensure safe, high-quality care is provided across the Washington market. This role is also responsible for ensuring ongoing compliance with clinical accreditation programs, risk management programs, infection prevention standards, and practitioner privileging and credentialing programs. This role proactively collaborates with key Health Plan and physician leaders across the national system to effectuate desired outcomes.
Core work encompasses program development, including health care delivery and safety, the development of strategic objectives that are incorporated into national and regional business plans; the development of appropriate measures for quality, safety, access, satisfaction and health status that assess the impact of our care on our members and the communities we serve.
Essential Responsibilities:
- Partners with WPMG quality leaders to provide overall leadership of KP Washington-s quality of care and service improvement program for the delivery system including its contracted hospitals, and its network providers.
- Drives the development of KP Washington programs and systems that achieve high quality patient care outcomes across care delivery and position Kaiser Permanente as the quality leader in the marketplace. KP Washington care delivery includes ambulatory services, inpatient services, contract inpatient services, and continuing care services.
- Ensures Accreditation, Regulatory Compliance and Licensing standards are met.
- Directs a high functioning quality and safety culture and strategy. Provides oversight for practitioner credentialing, clinical quality support (wellness, prevention, health promotion and disease management), patient safety, workplace safety, contract services, and quality oversight.
- Sponsors clinical quality support (wellness, prevention, health promotion and disease management) with KP Medical Foundation.
- Partners with care delivery leaders by providing timely and accurate data to inform an action oriented approach to continuous improvement culture.
- Develops strategic improvement plans, implements program guidelines, and develops program evaluation and monitor outcomes for members- health using HEDIS targets and outcomes.
- Collaborates with Compliance and operations to minimize clinical risk and maximize quality outcomes.
- Leads Quality Program Administration, (i.e. QHIC processes and KP Washington Board of Directors) including quality management oversight, health care delivery oversight, assessment and intervention.
- Directs activities to ensure that KP Washington obtains and maintains full NCQA accreditation, meets CMS (such as Medicare 5 Star rating) and state and other regulatory requirements achieving the highest award recognition.
- Provides leadership for the development and maintenance of key operational relationships between WPMG and Health Plan to achieve quality outcomes and ongoing regulatory compliance.
- Identifies obstacles, barriers, and issues impacting KP Washington-s ability to meet its quality, workplace safety, patient safety, clinical risk management and regulatory goals and objectives, recommends and facilitates innovative and creative clinical solutions for the entire KP Washington delivery system.
- Represents KP Washington locally and nationally.
Experience
- Minimum eight (8) years management experience, with a minimum of five years in clinical operations.
Education
- Master-s degree required in business, nursing, or healthcare or other related healthcare field.
License, Certification, Registration
- Pharmacist License (from any state) required at hire OR Registered Nurse License (from any state) required at hire
- Registered Nurse License (Washington) within 6 months of hire OR Compact License: Registered Nurse within 6 months of hire OR Pharmacist License (Washington) within 6 months of hire
Additional Requirements:
- Experience in complex integrated health care delivery system is required. We are also seeking an innovative and service driven leader with broad knowledge in process improvement and a demonstrated track record in successfully developing, managing and executing significant initiatives and agendas within a complex hospital and/or health plan delivery system.
- Must be a leader with the demonstrated ability to identify communication implications and develop a comprehensive strategy that supports the organization-s short-and long-term direction.
- Demonstrated ability to achieve performance outcomes through others.
- In-dept knowledge of and leadership experience with hospital and ambulatory requirements for quality oversight
- Leadership experience with accreditation and regulatory compliance such as Washington State Department of Health, NCQA, The Joint Commission, and/or DNV (Det Norske Veritas).

Pay Range: $270000 - $337500 / year Kaiser Permanente is committed to pay equity and transparency.
