Description
Job Summary:Directly and through subordinates, plans, organizes, directs, and controls the operation of assigned areas (e.g., general administrative, patient care, nursing services, professional services and/or a combination of these and other services). Oversees the quality and appropriateness of nursing care delivered to patients and contributes to the continuous improvement of nursing services and staff. Contributes toward the overall development of programs and services to provide for the needs of members, physicians and staff. Assists Administrator in providing strategic leadership to management to ensure equitable distribution of resources and delivery of high quality, cost-effective health care and efficient management of staff in accordance with goals, objectives, policies, and applicable regulatory agency rules and regulations. This position is a generic position designed to serve in Executive Director or Medical Group Administration. This position is the top operations management level in the Medical Center.
Essential Responsibilities:
- Provides leadership, supervision, guidance and development for staff, articulating and demonstrating an expectation for continuous quality improvement, as well as continually supporting and modeling the mission, values and service standards. Identifies and provides growth opportunities for staff.
- Establishes and enhances a culture of evidence-based decision making in clinical and management initiatives.
- Champion interprofessional collaboration among nursing, medical, and allied health professionals to achieve optimal client care/service outcomes and effective integration of care.
- Promotes the use and implementation of technology in the workplace in order to streamline operations, facilitate communications, and optimize work processes.
- Communicates organizational objectives, strategies and plans to leaders, physicians and staff.
- Directly and through subordinates, assists Administrator in planning, organizing, directing, and controlling the operation of assigned areas (e.g., general administration, patient care, professional services and/or a combination of these and other services).

- Assists Administrator in providing strategic leadership to management to ensure equitable distribution of resources and delivery of high quality, cost-effective health care and efficient management of staff in accordance with goals, objectives, policies, and applicable regulatory agency rules and regulations.
- Responsible for the day-to-day operations by facilitating the development, implementation and monitoring of service, quality and utilization standards.
- Continually evaluating and improving the delivery of service by initiating and promoting best practice models.
- Engages physicians and staff in problem solving.
- Plans, directs, staffs, organizes and evaluates service and/or care delivered by staff.
- Develops, monitors, and controls payroll, non-payroll, and capital budgets and expenditures for assigned service areas.
- Hires, fires, performs disciplinary actions, employee training and development, and conducts performance assessments for assigned staff.
- Contributes to effective and accurate communications, operations, and planning by conducting studies and reporting findings, and participating in special committees and/or projects.
- Directly and with subordinate managers, establishes and maintains operational and performance standards.
- Monitors and evaluates the overall system of service delivery in terms of ability to meet established targets.
- Develops short and long term plans to improve service level of department efficiency for each area managed.
- Directly and with Administrator, develops and administers appropriate policies, standards, practices and procedures.
- With subordinate managers, establishes goals and objectives for each department.
- Assures compliance with administrative, legal and regulatory requirements of the Health Plan Contract and government/ accrediting agencies.
- Works with management and physicians-In-Charge to identify and establish programs and practices which are cost effective and provide quality service to members, staff and physicians.
- Participates in community relations activities to enhance the image and reputation of the organization in local customer service areas.
- May represent the organization in activities involving leaders in business, government, labor, the community at large, Health Plan Members and health care providers in the area.
- Leads the effort in key decisions regarding organizational strategies and direction for nursing practice.
- Strategizes and drives process improvements focused on innovative care delivery and/or operational models designed to improve clinical services, outcomes, patient throughput, and patient safety.
- Partners with hospital Chief Nurse Executive with oversight on nursing practice to standardize nursing education and policies and procedures.
Experience
- Minimum seven (7) years of management experience (including, but not limited to: disciplinary actions, training, employee development/ assessment, and wage and hour regulations) in a complex, multi-faceted health care setting and in working with a large physician group practice managing through influence and collaboration which includes:
- Minimum three (3) years of experience in financial management, budget development, program development, quality improvement and project management.
Education
- Masters degree in health care, public or business administration, or related field required or Bachelors degree in nursing and Masters degree in health care, public or business administration, or related field required or Masters degree in nursing
License, Certification, Registration
- Registered Nurse License (California)
- Must be able to work in a Labor/Management Partnership environment.
- Knowledge of ambulatory care practices, operations and local, state and federal regulatory standards.
- Ability to blend business competencies and skills with the core ideology of nursing and other clinical disciplines.
- Well-developed planning, organizational development and business skills.
- Knowledge of current leadership, management, and performance improvement concepts.
- Expertise in development and management of capital and operating budgets.
- Effective interpersonal and communication and presentation skills.
- Demonstrated interpersonal and communication skills.
Preferred Qualifications:
- Current ANCC Nurse Executive Board Certification

Pay Range: $210300 - $272030 / year Kaiser Permanente is committed to pay equity and transparency. The posted pay range is based on possible base salaries for the role and does not include the value of our total rewards package. Actual pay determined at offer will be based on years of relevant work experience, education, certifications, skills and geographic location along with a review of current employees in similar roles to ensure that pay equity is achieved and maintained across Kaiser Permanente. Travel: Yes, 15 % of the Time On-site: Work location is on-site (KP designated office, medical office building or hospital).
